But where does "diversity and fresh perspective" come from? Recruiters don't provide it if they churn the same candidate pool over and over (?)

So they saved fees but it seemed just moved existing peope around 

How does this help with creativity in a tough market ? 

Companies benefit most from fresh thinking & this is gained from hiring staff from outside , whether they are self sourced or sourced via recruiters is not the issue the cost saving is irrelevant when hiring SMT members. 

The issue is diversity and fresh perspective & ideas , otherwise "group think" becomes the order of the day.
